Our 4 year old loves this suit. He can play with his older sisters and swim all around the pool on his own wearing this. He kicks, he uses his arms to doggie paddle, and he keeps his head out of the water. He will jump into the pool from the deck and bounce right up to the surface, head up. Obviously we stay near him and keep our eye on him, but he has learned to love to play in the pool wearing this suit.
As to learning how to swim, he learns without this suit and I would not say that this is a teaching device. I actually don't really think that any of these flotation suits really teach how to float or swim but they allow the child to enjoy the water when he is still too young to really learn to swim on his own. This one does a great job of that.
